Administrative Services Director

The City of Menasha (pop. 17,442) invites applications for the Administrative Services Director position. 

About the City of Menasha:  Menasha is located in the growing Fox Valley region of northeastern Wisconsin.  It is an attractive, high quality of life city at the intersection of the Fox River and Lake Winnebago.  Its downtown has been redeveloped with docks on the river.  Menasha enjoys excellent schools and parks. 

About the Position:  The Administrative Services Director is responsible for the areas of Finance, Human Resources, Information Technology, and Assessment.  The Director also serves as the Comptroller/Treasurer and is the chief financial officer responsible for the financial operation of the City. There are four direct reports and seven employees in the respective areas.  The Administrative Services unit was established to develop integrated, streamlined, customer-focused processes that enhance efficiencies and deliver quality services.  An ideal candidate needs to be committed to this initiative and focused on the strategic implementation of customer services.  The candidate will possess technical knowledge, especially in budgeting and finance, strong leadership and management skills, vision for the future, ability to manage multiple projects, proven success in collaborating with others, and excellent oral and written communication skills.  This position is confirmed by the City Council and reports directly to the Mayor. 

Salary:  $98,461-$120,317 and attractive benefits.

Education and Certification Requirements:  A Bachelor’s Degree in Accounting is required.  A Master’s Degree in Accounting, Public Administration or Business Administration is preferred.  Continuing involvement in professional development programs is expected.

Experience Requirements:  Technical experience in finance and budgeting and familiarity with applicable tax, financial, and debt related Wisconsin statutes are required.  Knowledge of information technology and human resource procedures and operations is highly desired.  Direct supervisory and administrative experience in a complex organization, preferably a municipality of appropriate size and complexity, is required.

Essential Position Duties:

  • Directs the four city functions of finance, human resources, information technology, and assessment
  • Performs City Comptroller/Treasurer duties
  • Provides forecasting of current year and longer term trends and their implications
  • Provides financial and fiscal recommendations to the Mayor, Redevelopment Authority, and Common Council
  • Provides reports to the Common Council on the financial condition of the City and its departments, Utilities, and Redevelopment Authority
  • Manages City debt to facilitate goals and priorities of the Council
  • Manages the development and implementation of departmental goals and objectives for each assigned service area.
  • Assist the Mayor to plan, organize, and direct the development and implementation of the City’s annual budget, including monitoring of revenues and expenses, audit and exercise budgetary control over bill payment, invoices, payroll, and other vouchers for

Public Works Director

About the Position:  The Public Works Director is responsible for the successful operation of the City’s Public Works Department, including: Engineering, Streets, Sanitation, Fleet, Bridges, and Sewer and Storm Water Utilities.  The Director will lead thirty employees and department interns.  An ideal candidate will possess technical knowledge, strong leadership and management skills, vision for the future, ability to manage multiple projects, proven success in collaborating with others, and excellent oral and written communication skills.  This position is confirmed by the City Council and reports directly to the Mayor.  The Director exercises independent judgment, initiative, and discretion over all public works functions. 

Salary:  $85,535-$104,450 and attractive benefits.

Education and Certification Requirements:  A Bachelor’s Degree in Civil Engineering and certification as a Registered Professional Engineer in the State of Wisconsin.  Continuing involvement in professional development programs is expected.

Experience Requirements:  Experience in civil engineering and public works; knowledge of and experience in the following areas:  public works construction and operations, materials purchasing and management, equipment purchasing and management, principles and practices of civil engineering as applied to municipal public works, municipal utilities, and applicable laws, codes, and regulations.  Storm water engineering and construction experience is highly desired. Experience as a department director, assistant director, or senior project lead in a public agency of appropriate size and complexity is preferred.

Essential Position Duties:

  • Plans, organizes, and directs the programs and activities of the Public Works Department
  • Supervises, directly and indirectly through supervisory personnel, public works design, construction, maintenance, and operations
  • Administers construction contracts
  • Works with other City employees, Menasha Utility employees, City officials, community partners, and other municipal and state officials in coordinating engineering and public works activities

Community Service Officer Position

The Community Service Officer is a civilian, non-sworn position of the Menasha Police Department. The position is responsible for traffic direction, assisting motorists, animal complaints, enforcement of minor ordinance violations, parking patrol, park surveillance, funeral escorts and assisting department officers and police support staff. As a representative of the City of Menasha, the Community Service Officer is governed by high moral and legal standards. The philosophy requires dedication to the public service for the common good of all citizens. Starting pay is $10.00/hr. $10.50 after 6 months

Qualifications:

  • Must be at least 18 years of age.
  • Must have a valid Wisconsin driver's license or be able to obtain one and maintain it during the time of hire.
  • Must not have any felony convictions or disqualifying criminal history.
  • Must be able to read, write and speak the English language.
  • Must be of sound moral character.
  • Must be a high school graduate.
  • Must not have been found guilty of any ordinance violation within the last year.
  • Must provide the City of Menasha with medical physical information including appropriate drug screen.
  • Must be enrolled in a post-high school education program with a course load of at least nine (9) credits with an emphasis given to those enrolled in police science or a law enforcement program.
  • Must successfully complete all department training sessions.
  • An ability to operate and use the tools and equipment utilized by the department for the position.
  • Ability to learn the applicable laws and ordinances, and department rules and regulations.
  • Ability to perform work requiring good physical condition.
  • Ability to communicate effectively orally and in writing.
  • An ability to establish or maintain effective working relationship with peers and supervisors.
  • Ability to exercise sound judgment in evaluating situations and making decisions.

Building Inspector/Housing Specialist

This Building Inspector/Housing Specialist is responsible for receiving and processing building permit applications, reviewing plans for conformance with code requirements, reviewing plans for driveways, accessory buildings, and new dwellings for conformance with zoning requirements.  An ideal candidate for this position will illustrate strong communication skills, extensive interaction with contractors, homeowners and housing program applicants.  Reporting directly to the Director of Community Development, this position will require extensive interaction with contractors, homeowners and housing program applicants.  A High School diploma, or equivalent, a minimum of three years’ experience working in in the construction trades or related fields, and two years of building inspection experience, or an equivalent combination, is required.  Commercial credentials a plus. 

Salary Range:  $48,801 - $58,412, along with an attractive benefit package.

Seasonal Forestry Intern (May - October).

This is a temporary position responsible for updating the tree inventory for the Department of Parks, Forestry, and Cemeteries. Primary duties include collecting data for the tree inventory such as GIS mapping, tree species, condition, size, any defects and related work.

 

Minimum Requirements/Qualifications of Position:

  • Associate or Bachelor’s Degree in Arboriculture, Urban Forestry or related field (preferred).
  • Pursuing a degree in Arboriculture, Urban Forestry or related field.
  • Working knowledge of GIS mapping (Arc Map)
  • Knowledge and principles of Arboriculture/Forestry including but not limited to tree identification, pruning, and removal procedures.
  • Work experience in Arboriculture/Urban Forestry or related landscape/grounds keeping.
  • Working knowledge of the tools, equipment, methods and practices used in forestry maintenance work.
  • Certification from the International Society of Arboriculture as a Certified Arborist (preferred).
  • Must be at least 18 years of age old.

Park Laborer

Park Laborer 

The City of Menasha is accepting applications for a full-time Park Laborer.  This is a manual labor position responsible for all aspects of the maintenance and operations of the Department of Parks, Recreation, Forestry and Cemeteries.  Primary duties include turf care, cleaning, athletic fields, park projects, snow removal, planting, pruning, and removing trees along city streets, parks, and other City owned properties. 

 

Minimum Requirements/Qualifications of Position

 

  • High school graduate/equivalent and at least one (1) to (3) three year(s) work experience in park maintenance, arboriculture, horticulture, or related comparable landscape/grounds keeping setting.
  • Operate grounds maintenance equipment including but not limited to: mowers, sweepers, pickup trucks, tractors, snow plows, chain saws, and other power tools.
  • Operate construction equipment including but limited to: backhoe, small dump truck, and skidsteer/loaders.
  • Knowledge of the practices and principles of park maintenance including but not limited to turf care, cleaning of shelter and restrooms, athletic facilities, and playground equipment.
  • Knowledge of the practices and principles of arboriculture/forestry including but not limited to tree identification, planting, and pruning procedures.
  • Knowledge of the practices and principles of construction including but not limited to carpentry, masonry/hardscape.
  • Knowledge of the practices and principles of winter park activities including but not limited to snow and ice removal, flooding and maintaining an outdoor ice rink.
  • Valid Wisconsin driver’s license with good driving record.
  • Possession of, or obtain within six months of the date of hire, a valid Wisconsin Class B, C, and D Commercial Driver’s License with air brake restriction lifted and “N” (tanker) endorsement and good driving record which meets the legal and medical requirements of the CDL.

 

Salary Range:  $19.88-$24.85, depending on qualifications. 

Hours:  Monday-Friday, 40 hours per week.

The City of Menasha is accepting applications for an Intern of IT Support.  The objective of this position is to assist in the coordination of technology services throughout the City of Menasha. 

 

ESSENTIAL FUNCTIONS to include the following:

  • Update the operating systems as required
  • Assists with maintaining the connectivity of network users, user environment directories and security
  • Assists with creating and updating user profiles 
  • Assists with technical support for hardware and communication equipment for all networking components (switches, routers, cabling, etc.), workstations, telephone system, cellular phones, pagers, fax machines, and copiers
  • Responds to the needs and questions of networks users concerning their access to resources on the network and the use of various software packages
  • Assists with deploying and maintaining PC based application software
  • Assists with maintaining and updating the City’s website
  • Report for work as scheduled

ADDITION FUNCTIONS/RESPONSIBILITIES

  • Assists with maintaining  of software applications as required
  • Assists with anti-virus checking of both PCs and the network
  • As directed prepares documentation of programs, hardware or other IT related items  
  • Assists in training on IT equipment and programs as needed
  • May install network components/cables in confined spaces

 

POSITION EDUCATIONAL REQUIREMENTS

  • High School Graduate or equivalent

The City of Menasha is accepting applications for the position of Public Health Educator.  The Public Health Educator promotes individual and population health by developing and implementing health promotion activities and educational initiatives in a variety of settings for the City of Menasha. These programs have a focus on strengthening community-based partnerships involving multiple public and private organizations and agencies to address the identified community health priorities.

MINIMUM REQUIREMENTS/QUALIFICATIONS OF POSITION

 

  • A Bachelor’s degree from an accredited institution in public or community health education or related field such as: nursing, environmental health, dental hygiene, information technology, dietetics, or education with 2 years of public health experience. 
  • Valid State of Wisconsin driver’s license and proof of automobile insurance
  • CPR/First Aid Certified within six (6) months of employment
  • National Incident Management System (NIMS)/Incident Command System (ICS) 100 and 200, 700 certification within six (6) months of employment.
  • Public health experience desired.
  • Certified Health Education Specialist (CHES) within twenty four (24) months of employment

SUPERVISION:            This position reports to the Director of Public Health

 

WAGES:                          $27.43-$33.58, depending upon qualifications.

The City of Menasha’s Park & Rec department is looking for subs to assist with the Tiny Tots Children’s Program.

This is a call-in-as needed position. As a sub you will be able to take the lesson plan and conduct a children’s program consisting of games, music, story time and arts & crafts.  Helping them develop skills such as teamwork and social interaction.  The class is for 3 ½ to 5 year old children.  Class is held in the mornings, Monday-Thursday (12-14 hours per week) at the Memorial Building in Smith Park. Spring and Fall sessions offered. Candidates must demonstrate initiative and good oral communication skills.  Prior teaching experience and/or training are preferred.

The City of Menasha is looking for Umpires for the Adult Softball League!

The City of Menasha is accepting applications for a Seasonal Farm Fresh Market Manager.  The Farm Fresh Market is a project of the Menasha Sustainability Board to bring locally produced goods and fresh foods to the downtown area.  The market manager coordinates the operation, recruitment of vendors, and fundraising activities of the market. 

 

Essential Functions of the Position

  • Recruit & Retain market vendors
  • Process vendor applications
  • Plan and execute special events in conjunction with the market
  • Work with Community Development staff on relations with Downtown Business coordination.
  • Request street closures  and park use permits(if necessary) and prepare necessary paperwork
  • Work with vendors on site
  • Plans and purchases advertising for the market
  • Fundraises additional money and services to support the market
  • Assists with maintaining and updating the Farm Fresh Market website and social media presence.

The City of Menasha Parks and Recreation Department is accepting applications for summer employment.  A limited number of openings are expected at the swimming pool, summer recreation programs and in park maintenance.

 

Swimming Pool – Water Safety Instructors (WSI), Certified Lifeguards, Attendants and Concession workers.  First-aid and Pro-CPR Certification required prior to work.  WSI class reimbursement available.  Hours per week vary by position.  Pool is open for public swim from 1:00-5:00pm and 6:15-7:45pm daily.  When in session, lessons are from 9:20am-12:15pm.  Instructors/Guards can work 30+ hours per week.  Other positions may be less than that.

 

Recreation - Playground leaders, instructors for gymnastics, baseball, kickball and tennis.  Specific activity experience is helpful, but not required.  First-aid and CPR certification is desirable.  Hours vary, weekdays approximately from 9:00am-3:00pm.  Occasional evening hours. 

 

Adult Softball – Slow-pitch umpires and scorekeepers needed.  Leagues held on Sunday and Thursday evenings.  Approximately 4-12 hours per week.  Minimum age for scorekeepers is 15.

 

Parks - Park Laborers must be 18 years of age or older (perform a variety of park maintenance duties such as mowing, string trimming, litter control, cleaning restrooms/shelters, ball diamond prep, etc.).  Valid driver’s license required. Hours are typically 7:00am-3:00pm daily.
